Parliament changes deadline for The Heat Network

On Thursday 26 March the Government announced a change to the 30 April deadline in the new Heat Network regulations.  A new deadline of Thursday 31 December 2015 has now been agreed.  As a result of this change, owners of existing heat networks who previously would have struggled to meet the deadline will now have a further 8 months to implement the new regulations.

Winckworth Sherwood and ENER-G Switch2 are delighted to be holding a one-off seminar addressing The Heat Network Regulations. The session will focus on the operation of these new regulations, with guest speakers:

  • Graham Allardice, Department of Energy and Climate Change
  • Chris Smith, National Measurement Office
  • Ian Allan, Head of Research and Development at Ener-G Switch2
  • Colin Hall, Winckworth Sherwood, Partner

The European Union’s Energy Efficiency Directive (EED) has led to new laws in the UK, which affect every district or community heating scheme in the country. The Heat Network (Metering & Billing) Regulations 2014 state new rules about installing meters for monitoring usage and recording details of communal heat schemes. The regulations require developers and landlords to supply information about new and existing properties by 30 April this year. In addition they will also require the installation of meters in new and sometimes existing buildings.

These regulations are complicated and create new terminology. On top of all that, the regulations specify requirements for billing and are backed up by a regime of criminal and civil enforcements.
