Joanna Bussell was appointed to advise Wrexham County Borough Council on options for the future management and operation of the Council’s library services.

The backdrop to the options appraisal was the unprecedented budget cuts.

The options appraisal explored all alternative delivery options, including:

The options appraisal recommended a clear way forward for the Council and key success factors for a project of this nature.
