Joanna Bussell advised on the transfer of Bridgend County Borough Council’s arts, culture and libraries portfolio to a newly established charitable organisation.

Joanna advised on all aspects of the project, including:

  • New legal model
  • Recruitment, selection and appointment of Trustees
  • Induction of Trustees
  • Preparation and negotiation of the suite of project documents
  • Specific advice on TUPE and pensions
  • Advice on asset transfer issues
  • Property, VAT, tax, business rates

The transfer involved over 250 staff and 20 properties.

It, also, included significant commercial opportunities to cross-subsidise the library services.

It is very much hoped the new organisation will go from strength to strength.
