CIH: Housing organisations not ready for new TSA rules

Many housing organisations may not be ready for the imminent introduction of a new regulatory framework for social housing.
New rules, which include measures such as getting providers to involve tenants in assessing their performance, are being put in place by the Tenant Services Authority (TSA) in April 2010.
However, the Chartered Institute of Housing (CIH) has found that 45 per cent of housing organisations either do not believe the framework will have a significant impact on their operations or are unsure as to what effect it will have.
Richard Capie, director of policy and practice at the CIH, said this suggests that many organisations are under-prepared for the forthcoming changes.
This, he stated, means they will not be fully ready to respond to "what is a fundamentally new approach to regulating affordable housing".
The warning comes after the CIH said the new regulatory system will only be a success if it is made clear to tenants and can "command their confidence".
