Barbara Paul-Roberts

Barbara lectures on a regular basis throughout the year for the National Housing Federation to RSL Development Officers on the legal aspects of site acquisition and residential development and has published a book based on this lecture entitled “Buying Land for Housing Development”.
Barbara's work also includes site acquisitions, site assembly, deeds of easement, S.106 agreements, S.38 and S.104 agreements, transfer of land between RSLs, shared ownership, charging, development agreements between RSLs and residential leases and preparing Legal Sales Packs for the sale of shared ownership properties.
Recent experience
- Acquisition of affordable housing in Chelmsford pursuant to a tripartite agreement between the local authority, the private developer and the RSL including advising and negotiating the terms of the S.106 Agreement. This included also dealing with site assembly and future estate management responsibilities and liabilities
- Purchasing properties from leaseholders who had acquired their properties under the Right to Buy legislation on a housing estate purchased by an RSL for a regeneration project
- Transfer of tenanted properties as part of a portfolio between two RSLs in Worthing
- Acquisition of land for residential development in Bognor Regis for an RSL from a major house-builder including dealing with phasing of the development, S.106 Agreements and infrastructure details
- Dealing with variations to S.106 Agreements to take into account change in tenure of a number of RSL schemes
