Jane practiced at the common law bar for 5 years before spending 14 years in industry. Since joining Winckworth Sherwood in May 2005, Jane has been involved in a variety of contentious and non-contentious work, mainly on behalf of public bodies. Jane joined the Parliamentary and Planning team in August 2006 and has since assisted on a range of infrastructure projects.

Jane has recently been involved on applications for Development Consent and Transport and Works Act Orders to authorise new railway infrastructure, including a number of promotions on behalf of Network Rail Infrastructure Limited, such as the Network Rail (Ordsall Chord) Order 2015, Network Rail (Ipswich Chord) Order 2012 and Network Rail (Nuneaton North Chord) Order 2010.

Recent experience

High Speed 2 Phase 1 –

Jane’s work has included:-

  • Reviews of draft plans and sections;
  • Instructing counsel and attending conferences with counsel;
  • Drafting and providing advice on draft assurances and undertakings;
  • Advice on negotiations with petitioners and drafting assurances and undertakings;
  • Advice on the preparation of petitioner response documents;
  • Attending before the Select Committee and advising on exhibits to be submitted;
  • Reviewing and advising on the supplementary ES’s for AP4 and AP5;
  • Reviewing and advising on proposed heritage agreements.

Centro- Jane currently acts for Centro on the promotion of the proposed Midland Metro (Birmingham City Centre Extension Land Acquisition and Variation) Order; advising on all aspects of the application and application documents; advising on negotiations with objectors and drafting agreements; advising on preparation for public Inquiry; instructing counsel and attending conferences with counsel; attending public Inquiry and liaising with the TWA Orders Unit. 

Crossrail Bill - advising the Bill team; handling negotiations with petitioners and drafting agreements and undertakings; assisting with implementation issues following Royal Assent, including preparation of deeds on behalf of the nominated undertaker, particularly in relation to settlement and heritage matters.

Crossrail (Plumstead Sidings) Order 2015 – acting for Crossrail Limited on the promotion of a TWAO to authorise new sidings for Crossrail on land outside the Crossrail Act limits; advising on all aspects of the application and documents; advising on negotiations with objectors and drafting agreements and undertakings; advising on all aspects of public Inquiry.

Heritage Railways – Jane has acted on numerous TWAO promotions for heritage railways including, most recently, promotions on behalf of for Cambrian Railways, Swanage Railway and Nene Valley Railway. She also advises the Rother Valley Railway.
