Lindsay Garratt
Position: Solicitor
Lindsay is a specialist planning and regeneration lawyer. Lindsay focuses on strategic planning advice, environmental impact assessment, section 106 planning agreements and other statutory planning and highways agreements (including section 278 and section 38 agreements), compulsory purchase orders, judicial review proceedings and section 77 and 78 planning appeals including those conducted by written representations, hearings and public inquiry.
Lindsay advises house builders, commercial developers, local government, Government and regulatory bodies and within the energy, healthcare, travel & tourism, sport, transport, education and retail sectors.
Recent experience
- Advising St George on the environmental statement in connection with the final phase of Battersea Reach, Wandsworth;
- Advising Turner Homes on s106 and 278/38 agreements in connection with a site in Brent for 661 rooms of student accommodation and a community swimming pool;
- Advising the Rugby Football Union on a successful planning appeal at inquiry for the redevelopment of its north car park for 115 new homes;
- Advising Sport England on its objection to the redevelopment of Crystal Palace Park call-in inquiry and a number of other sites in the country where it acts as statutory/non statutory consultee;
- Advising Hertfordshire County Council on the procedure for and making of a joint highways and education CPO for the acquisition of land for a new secondary school in Stevenage including the diversion of public footpaths and the provision of exchange open space land;
- Advising RREEF (development arm of Deutsche Bank) on a number of sites including advising on section 215 enforcement proceedings, s106 negotiations, sale and purchase agreements conditional on complex planning matters.
