Paul Irving

Position: Partner

Core Areas: Transport and Infrastructure & Local and Central Government

Paul specialises in advising on and drafting legislation relating to railways, harbours, energy schemes and other public infrastructure. He also advises on negotiations and drafting of protective provisions and undertakings for both promoters and objectors and has extensive knowledge of transport, human rights, planning, compulsory purchase, compensation and environmental law.

Relevant work also includes drafting byelaws and advising on constitutional matters for harbour authorities and other statutory bodies.

 

Recent experience

  • Having led the team acting for the Department for Transport on the Hybrid Bill to authorise the Crossrail project, continuing to advise Crossrail Limited and the Department on the implementation of the Crossrail Act powers
  • Acting for Network Rail in connection with the implementation of their powers for the Reading Station improvement proposals, and on their current application for a development consent for their Ipswich Chord proposals
  • Acting on the promotion of the proposed Croxley Link extension of the London Underground Metropolitan line
  • Acting for Associated British Ports in the authorisation of harbour projects at Hull, Grimsby and King's Lynn and for the Port of London Authority in promoting legislation to revise their powers to regulate the river Thames
  • Acting for the West Midlands Passenger Transport Executive in authorising and implementing promoting extensions of the Midland tram system
