Richard’s association with Parliament began when he worked for Sir Edward Heath. He is well versed in parliamentary procedure of all kinds, particularly in relation to the promotion of Private Bills. He frequently advises on statutory interpretation covering a wide range of subjects. Richard’s skills as a draftsman have been employed by the Northern Ireland Assembly and by clients seeking amendments to Westminster Bills. He has considerable experience in promoting infrastructure projects in the rail and energy sectors and he has acted for clients opposing schemes. Richard has lectured and written extensively on the Planning Act 2008.
